AMERICAN BORDERS RESOLUTION


Resolution in Support of the President’s Declaration of a National Border Emergency


WHEREAS, Article II – Section 8 of the United States Constitution declares, “The President of the United States shall be Commander in Chief of the Army and Navy of the United States and of the Militia of the several states,” and is therefore authorized to determine how military funding and manpower is ultimately used to protect our country, and;
WHEREAS, Title 8 – United States Code, Section 1182 (f) grants the President the power to suspend the entry of all aliens whenever it is found their entry “would be detrimental to the interests of the United States,” and, as recently confirmed by the U.S. Supreme Court, also grants the President the constitutional authority to close the border(s) by any means necessary, and;
WHEREAS, the National Emergency Act of 1976, approved by Congress, gives the President the authority to “declare a national emergency,” and;
WHEREAS, the National Emergency Act was amended in 1985 “to substitute a joint resolution as the vehicle for rescinding a national emergency by the Congress,” and;
WHEREAS, the national emergency along our southern border has diverted funding and manpower from our northern border to our southern border resulting in an increase of illegal activity along our northern border;
NOW, THEREFORE BE IT RESOLVED: We, legal residents of Washington, being a national border state, resolve that we totally support, without reservation, our U.S. Border Patrol, Immigration Custom Enforcement
officers, and President, all who serve as our first line of defense for a safe and secure border.
BE IT FURTHER RESOLVED: In as much as each mile of physical border barrier and state-of-the-art technology will allow our immigration officers to focus their efforts at legal ports of entry, we fully support our President’s
decision, along with all constitutional powers granted to the office of the President, to declare a national emergency and complete the crucial infrastructure needed to meet the highest standards of border security.
BE IT FURTHER RESOLVED: We call on Congress to authorize the funding necessary to build critical infrastructure which will block the illegal entry of aliens, drugs, and human traffickers, without reservation and further delay.
